Attestation Configs

Shift-attestation configs for a pay schedule.

Each config defines a question a worker answers when a shift ends (with the expected compliant response), optionally scoped to a US state for state-specific rules such as California meal-break attestations. Read-only: configs are authored and retired in the web app. Only configs that currently apply are returned.
