A focused round of timekeeping fixes: overtime package assignment now validates correctly, locked time cards are protected from rule-change recalculations, and deleting a time card cleans up its associated paystub data.

🛠️ Fixes

• Custom Overtime Package assignment now surfaces an error if you try to assign an overtime package to a user whose Overtime Eligible toggle is off — preventing an invalid configuration that would silently have no effect
• Locked time cards are no longer recalculated when an overtime rule changes on a package — only unlocked time cards are affected, so finalized records stay as they are
• Time card deletion now also removes the associated paystub, resolving an error that previously blocked deleting a time card that had paystub data attached
