Craft groupings — the unit apprenticeship ratio and utilization are measured against.

A trade is owned by exactly one of a project root (pooling that craft's wage determinations across the whole project tree's jobs) or a standalone job (its own pool). It is decoupled from a determination's labor classification: the determination label may vary ("High-Voltage Electrician") while the trade stays the craft ("Electrician"). normalized_key is the lower-cased, whitespace-trimmed match key the craft is deduplicated by within its owner.
